The United Kingdom and the United States have announced a major bilateral deal that will ensure no levies on UK pharmaceutical shipments entering the US market.

Agreement Details of the Pact

As part of the deal, the UK has committed to raise expenditure on drugs through the public health system. This pledge guarantees that import taxes on these crucial goods will remain at zero for a period of the next three years.

This deal comes after previous threats to significantly raise import taxes on branded drug imports, with increases floated as high as one hundred percent.

"This arrangement with the Britain reinforces the international landscape for innovative medicines and brings long-overdue fairness to transatlantic pharmaceutical trade," an announcement said.

Economic Significance

Drugs represent one of the the United Kingdom's biggest exports to the America, which is easily the primary buyer for leading British pharmaceutical firms.

Export figures indicate that in the one-year period to the end of the third quarter, the UK sold drugs worth billions to the US. This figure made up 17.4% of total UK exports in that timeframe.

"This deal protects employment, stimulates investment and paves the way for the UK to emerge as a international leader for life sciences," the Business and Trade Secretary stated.

Specific NHS Changes

The pact entails several specific changes from the British government:

  • Revised Affordability Limit: The UK will lift the cost ceiling at which it considers new medicines to be too expensive by 25%.
  • Higher Drug Budget: There is a aim to double overall NHS spending on treatments from 0.3 percent of GDP to 0.6% over the following ten-year period.
  • Refund Ceiling: The percentage manufacturers must return to the NHS to prevent overspending will be limited at fifteen percent. Last year, refunds topped twenty percent.

Recent Tensions

The pact comes amid a ongoing tension between the pharmaceutical industry and the ministers over spending levels and NHS adoption.

The disagreement were heightened by arguments that US patients were charged several times more for the equivalent treatments than people in the UK and Europe.

Over the last 18 months, several significant drug company projects in the UK have been paused or cancelled, while substantial investments have been directed toward American operations.

One official stated that the NHS had to increase expenditure on medicines, noting that its spending on drugs had shrunk as a percentage of its resources over the last ten years.
